The Process and Timeline

Step 1: Appoint a Taskforce

To move this project forward the City Council appointed a special fire district taskforce made up of residents, business owners and operators, city staff, paid firefighters, volunteer and retired volunteer firefighters.

Step 2: Taskforce Drafts a Service Plan and IGA to Present to City CouncilWhat is a Service Plan and IGA or Intergovernmental Agreement?

Service Plan The Service Plan is a document that outlines the initial services, organization, operations and funding of the proposed Fire District. It is similar to a City Charter in a municipality.

IGA (Intergovernmental Agreement)The IGA is a document that outlines the operational relationship between the proposed Fire District and the City in matters of funding, operations and community partnership. If organized, the proposed Evans Fire District will be a new agency from the Evans Fire Rescue Department within the City of Evans, thus the IGA also details the transition from a city fire department to a fire district.

Step 3: City Council Reviews and Accepts the Service Plan and IGACity Council must review and accept the Service Plan and IGA before the process can move forward. The relationship between the city and the proposed fire district is extremely important. The success of the proposed fire district depends on the support of the city and a positive, working partnership. * You can read the final draft of the Service Plan and IGA that City Council approved here.

Step 4: Citizen Petition DriveAt the same time that City Council is reviewing and accepting the documents, volunteers will organize a petition drive to collect citizen signatures in order that the petition can be presented to District Court so an election can be ordered.* The Citizen Petition Drive was successful in collecting over 200 signatures.

Step 5: District CourtIt is the job of the Weld County District Court to determine if the Service Plan was developed in accordance with state law. If the District Court rules favorably they will direct that an organizational election be held as part of the general election on November 1, 2011.

Step 6: A Political Action Committee FormsThis committee will take the process forward to the election planned for November 2011. The members of this committee will reach out to citizens and answer any questions or concerns they may have about the proposed Fire District.

Step 7: The VoteIt is important that property owners and residents have direct input into how fire and emergency services are provided and funded. The residents and property owners of the City of Evans will make the final decision on the formation of the proposed fire district and its funding through a special election. This election is tentatively scheduled for November 2011.
